In Japan they call it karikomi - clipping evergreen shrubs (azalea and box) into blobby shapes. Over here it's normally box clipping, and it can be traditional balls and cones, or, if you're hip and with it, organic blobby shapes. Whatever, you'll need a good pair of Shears, and the smaller Topiary Clippers.
And remember: keep them clean and keep them sharp.
